Aaron Baker is a Chief Operating Officer for Valley Water overseeing the Water Utility Enterprise. Valley Water is one of the largest water districts in the State of California. Mr. Baker oversees Valley Water’s largest department, the crux of Valley Water’s Mission– to provide Silicon Valley safe, clean water for healthy life, environment, and economy. With an operating budget of approximately $180 million, a capital budget of approximately $200 million and a staff of 300, Mr. Baker is responsible for 10 dams and surface water reservoirs, three water treatment plants, an advanced recycled water purification center, water quality laboratory, nearly 400 acres of groundwater recharge ponds, and raw and treated water conveyance systems; as well as operations and maintenance of the Central Valley Project San Felipe Division.
Mr. Baker holds a Bachelor of Science in Civil Engineering from the University of Southern California and certification as a Professional Engineer in the State of California. He has over 20 years of engineering and leadership experience at Valley Water in water utility operations and maintenance, water supply, flood protection, rate setting, capital project delivery, flood protection, and executive management with expert first-hand knowledge of Valley Water’s water utility system including imported water operations and environmental permitting.
