Ms. Niggemeyer holds a B.S. degree in Chemical Engineering and has over 30 years of regulatory compliance experience in air, water, and waste, with 12 of those years in stormwater program compliance.  She is currently the NPDES Program Manager for the City of Salinas stormwater team and holds the CPSWQ, CPESC, and QSP/QSD certifications. Heidi oversees the implementation of Salinas’ Phase 1 NPDES permit to achieve regulatory compliance.  She is continuously seeking new ways to innovate stormwater program data collection, information management, and compliance reporting, as well as collaborative ways to implement common or shared NPDES requirements.  She has worked for the City of Salinas for six years.
